Between 2011-12 and 2012-13 there was a substantial overall reduction in Grants for the Arts funding from £73 million to £56 million (-24%). This partly reflects the diversion of Lottery money away from GftA to support the touring of National Portfolio Organisations. ACE also began to implement a planned 6.2% real-term budget cut over 2012-13 and 2014-15 in response to a reduced Grant in Aid budget from central government.
From 2012-13 National Portfolio Organisations (those receiving regular funding from Arts Council England over the 2012-15 period) were not eligible for Grants for the Arts support. ACE estimated this would free up an extra £12 million a year for non-NPOs.
While the total amount of funding awarded to circus projects in 2012-13 is down 14.29% from 2011-12, if we adjust for the overall drop in the programme's budget the sector has actually made a small gain relative to other artforms, rising from 1.2% to 1.36% of total GftA subvention. The total number of awards has also risen slightly, while the average grant size has fallen.

National Portfolio Organisations are those receiving regular, annual funding over the period 2012-15. In 2012-13 Arts Council England paid out a total £329 million to the portfolio.
